Risk Tier Classification

Agents are classified into four risk tiers based on their operational scope and potential impact. Tier IV agents require CAO sign-off.

Tier I: Advisory / Internal

Low Risk

Agents that provide recommendations, analysis, or internal support. No direct external actions or financial transactions. Human review required for all outputs.

Tier II: Operational

Medium Risk

Agents that execute routine operational tasks such as scheduling, data processing, or customer service. Limited scope with defined escalation thresholds.

Tier III: Financial / Contractual

High Risk

III

Agents authorized to execute financial transactions, enter contracts, or make binding commitments on behalf of the organization. Strict audit requirements.

Tier IV: Autonomous Capital / Public

Critical Risk

IV

Agents with autonomous decision-making authority over capital allocation, public-facing communications, or critical infrastructure. Requires CAO sign-off.

No Registered Agent = No Legitimacy

All intelligent agents operating under the Universal Intelligence framework must be registered in the Global Agent Registry. Unregistered agents lack the institutional backing, liability protection, and trust infrastructure necessary for enterprise deployment.
