Universal Intelligence is vested with specific powers to fulfill its mandate
Grant CIAO® and CAO® certifications to qualified individuals and revoke credentials for violations of standards or ethical breaches
Provide enterprise licensing agreements for organizations to adopt and implement Universal Intelligence frameworks
Perform systematic audits of certified officers and investigate incidents involving registered agents
Establish and maintain authoritative standards, guidelines, and best practices for agent governance
A multi-layered governance model ensuring checks, balances, and independent oversight
7-11 members appointed from diverse backgrounds including technology, law, ethics, and public policy. The Board sets strategic direction, approves major standards, and ensures institutional independence.
Independent oversight body responsible for reviewing ethical complaints, investigating violations, and recommending enforcement actions. No active CIAO or CAO may sit on the Ethics Panel to ensure impartiality.
Technical and legal experts who develop, maintain, and update the four domains of standards (Creation, Ownership, Compliance, Ethics). The Council ensures standards remain current with technological and regulatory developments.
Operational unit responsible for maintaining the Global Agent Registry, processing certification applications, managing compliance records, and handling incident reports. Ensures transparency and accessibility of all registry data.
Universal Intelligence operates with full transparency, publishing annual reports, maintaining public registries, and subjecting itself to external audits. The governance structure ensures no single entity can compromise the institution's integrity or independence.
